Actually, the Devas hated the people of Naraka since they were supposedly gods who had grown too greedy and were cast off and stripped of their powers, so it was most likely the reverse of that. People thought that appointing gods to constellations and praying to them or keeping them in their sights would allow them entrance back to Devaloka. ...That's what I think, anyway.
